To better serve local governments, our company established Wenzhou Digauto Automotive Technology Co., Ltd. on the foundation of Zhejiang Digauto, positioning it as the "bridgehead" of our Shanghai headquarters in southern Zhejiang. Wenzhou Digauto will leverage our strengths in intelligent connected testing technologies, vehicle-traffic-environment-in-the-loop systems, and complex scenario libraries to focus on the needs of Yongjia County's "One Road, Three Zones" project. It will provide end-to-end services ranging from standard formulation and testing verification to scenario operation and industrial integration, serving as a "technical bridge" between the government and enterprises.

Under the leadership of the Yongjia County government, Digauto actively participated in the formation of the "Wenzhou Joint Task Force for the Management of Road Testing and Demonstration Applications of Intelligent Connected Vehicles," assisting the government in drafting the "Implementation Rules for the Management of Demonstration Operations of Intelligent Connected Vehicles in Yongjia County, Wenzhou."

One Road: The Nation’s First Mountainous and Hilly Road Testing Base

With the support of the Yongjia County government, Digauto will establish the nation’s first closed testing base for mountainous and hilly road scenarios in Yongjia County. The base will cover various mountainous road scenarios such as bridges, tunnels, slopes, continuous curves, and U-turns, complementing the testing scenarios at the Zhejiang Digauto closed testing site in Wuzhen. This will promote more standardized operations of autonomous vehicles in scenic areas and meet the road scenario requirements for testing intelligent driving performance in mountainous and hilly conditions.

Three Zones: Multi-Scenario Commercial Validation

Scenic Zone: Deploy tourism operation vehicles and low-speed unmanned sweepers in the Nanxi River scenic area, connecting eight major attractions including the Nanchen Yue Hot Spring Resort and the Daruoyan loop.

Community Zone: Launch a 3.6-kilometer urban unmanned bus route from "Qinghua Shangcheng to the Passenger Transport Center," adopting a "reservation-response + dynamic scheduling" model with a core area response time of ≤10 minutes.

Industrial Zone: Pilot unmanned parcel delivery in the Qiaotou Industrial Park, featuring a 9.4-kilometer Debon route for short-distance material transport to reduce logistics costs.

To address the common challenge of "missing evaluation standards" faced by local governments, Digauto collaborated with leading industry experts to achieve two innovations:

Standard Formulation: Digauto partnered with China Inspection and Certification Group to assist the government in developing two group standards—"Classification and Evaluation Standards for Mountainous and Hilly Road Environments for Autonomous Driving" and "Admission Standards for Autonomous Vehicle Operation Services in Mountainous and Hilly Scenic Areas"—and promote their adoption as local standards.

Testing System: Establish a full-industry chain covering "standard R&D + system development + closed testing sites + open roads + three-zone support," accommodating L4 autonomous passenger vehicles and low-speed unmanned vehicles, and completing long-term dynamic testing.

Digauto adopts a "scenario-driven" approach to help the Yongjia County government attract upstream and downstream enterprises, forming a "testing-operation" closed loop. Changxing County convened a joint task force meeting to deploy intelligent connected vehicle testing and management work. Clear divisions of labor were established: the Transportation Bureau oversees coordination, the Economy and Information Bureau formulates policies, the Public Security Bureau manages licenses and safety, the Data Bureau supervises data, the Construction Bureau maintains road signage, the Postal Bureau guides courier applications, and the Enforcement Bureau manages sidewalks. Digauto was authorized as the third-party service provider.
