We are proud to share the official overview video presented at the HKU LAE x SCC Joint Symposium, unveiling our formal policy recommendation submitted to the Constitutional and Mainland Affairs Bureau (CMAB) for the HKSAR First 5-Year Plan (2026–2030) & Policy Address.

Jointly authored by leaders from the Smart City Consortium (SCC), the HKU Institute of Low-Altitude Economy (HKU LAE), Digauto, and contributing policy pioneers including Hon. Elizabeth Quat, SBS, JP, and Dr. Winnie Tang, MH, JP, this proposal outlines the roadmap to establish the Physical AI Safety Lab (PAIS-Lab) in the Northern Metropolis.

1. Breaking the 5 Industry Deadlocks: Overcoming testing bottlenecks across regulatory compliance, urban canyon SOTIF risks, 3D airspace noise and wind shear, cross-border LHD/RHD conflicts, and enterprise R&D capital drain.

2. World-Class Infrastructure: Inside the proposed 300m x 150m x 50m integrated facility in Hung Shui Kiu, featuring an 11-DOF Vehicle-Traffic-Environment HIL (VTEHIL) testbed and full-scale Aeroacoustic Environmental Wind Tunnels (EWT).

3. ESG-Considered Safety Testing: Transforming outdoor high-risk testing into zero-emission, non-destructive indoor simulations—safeguarding public lives while lowering testing carbon footprints.

4. "Riding on the GBA and Going Global": Using Hong Kong's secure cross-border data corridor to process raw sensor feeds into the globally benchmarked GBA Schema, supported by Hong Kong’s Common Law judicial infrastructure for dispute arbitration.
